To benefit from exemption from university fees disabled students must apply to the Rector. Contact the Students’ Representative Body at your university for more information on the assistance available for your disability and the procedure to follow to benefit from it.
E-learning programmes are the best way for people with motor disabilities to overcome travel difficulties.
The disability is established by a general practitioner of the public administration in a Special Medical Certificate and materialised by the National Invalidity Card, the application for which is submitted to the Regional Delegation of Social Affairs of the place of residence. (Arrêté N°1011/MINAS du 14 août 2018 fixant les modalités d'établissement et de délivrance de la carte nationale d'invalidité, Art.5).
Unfortunately, the exemption from university fees does not yet apply to PHEIs. Each has its own policy in this area.
Ministry of Social AffairsThe Ministry of Social Affairs is responsible for developing and implementing government policy on prevention, assistance and protection for socially vulnerable people (Decree No. 2011/408 of 09 December 2011). As such, it is responsible, among other things, for monitoring the elderly and people with disabilities in liaison with the relevant Ministries.
